HCPA’s Regulatory Growth Consultants manage the complete registration process.

What Behaviour Support Involves Under the NDIS

Behaviour support under the NDIS involves the assessment, development, and implementation of evidence-based strategies to address behaviours of concern that affect a participant’s quality of life, safety, or community participation. Registered behaviour support practitioners develop Behaviour Support Plans (BSPs) that are person-centred, evidence-based, and focused on positive behaviour strategies that build participant skills and reduce the need for restrictive practices.

The work extends beyond writing plans. Behaviour support practitioners conduct functional behaviour assessments, develop proactive and reactive strategies, train support workers and families in plan implementation, monitor outcomes over time, and review and update plans based on participant progress. The goal is always to improve quality of life while systematically reducing and eliminating restrictive practices where they exist.

Behaviour Support Practitioner Proficiency Levels

The NDIS Commission classifies behaviour support practitioners across four proficiency levels within the NDIS Positive Behaviour Support Capability Framework. Each level reflects increasing expertise and authorisation to work with more complex participant needs.

Core level practitioners work under supervision and contribute to behaviour support plan implementation. Proficient level practitioners can independently develop and oversee behaviour support plans for participants with moderate behavioural needs. Advanced level practitioners handle complex cases, supervise other practitioners, and develop plans involving restrictive practices. Specialist level practitioners lead practice across organisations, contribute to sector-wide capability development, and manage the most complex cases involving multiple restrictive practices and high-risk behaviours.

Your proficiency level determines the scope of work you can undertake and influences the registration assessment process. HCPA assesses your qualifications and experience against the Capability Framework before lodging your application, ensuring your registration scope matches your demonstrated competency.

Registration Group 0110: Specialist Behaviour Support

Registration Group 0110 – Specialist Behaviour Support Provision is the registration group for organisations delivering behaviour support services under the NDIS. This is a specialist registration group, which means it carries additional scrutiny during the registration process. Providers registering under Group 0110 must demonstrate not only organisational compliance but also individual practitioner competency, as the Commission assesses practitioners as individuals alongside the organisation.

The dual assessment (organisation plus practitioner) is unique to behaviour support registration. Your organisation must meet all NDIS Practice Standards, and each behaviour support practitioner within your organisation must be individually assessed against the Capability Framework and approved by the Commission before they can deliver services.

Certification Audit Requirements

Behaviour support registration requires a certification audit, not a verification audit. Certification audits are more intensive than verification audits and involve on-site assessment by an NDIS Commission-approved auditing body. The auditor evaluates your organisation’s systems, interviews staff, reviews participant records, and assesses the quality of behaviour support plans your practitioners have developed.

The certification audit assesses compliance across the Core Module and the Specialist Behaviour Support Module of the NDIS Practice Standards. The Specialist Behaviour Support Module includes additional requirements around functional behaviour assessment methodology, the development of comprehensive positive behaviour support plans, practitioner supervision frameworks, and the management of restrictive practices including reporting obligations to the Commission.

Behaviour Support Plans and Restrictive Practices

A core regulatory obligation for registered behaviour support providers is the development and lodgement of Behaviour Support Plans with the NDIS Commission. Every BSP that contains a restrictive practice must be lodged with the Commission, and the Commission monitors these plans to ensure they meet legislative requirements and demonstrate a clear pathway toward reducing or eliminating restrictive practices.

Restrictive practices under the NDIS include seclusion, chemical restraint, mechanical restraint, physical restraint, and environmental restraint. The use of any restrictive practice triggers mandatory reporting obligations. Providers must report the use of restrictive practices to the NDIS Commission, and each state and territory has additional authorisation requirements. In most jurisdictions, the use of restrictive practices requires prior authorisation from a relevant state authority (such as the Senior Practitioner in Victoria or the Office of the Public Guardian in Queensland).

Your registration documentation must include a comprehensive restrictive practices policy that outlines your organisation’s approach to reducing and eliminating restrictive practices, your reporting procedures, and your systems for seeking and maintaining state-based authorisation where required.

Qualification Requirements

Behaviour support practitioners must hold relevant tertiary qualifications. The Commission’s Capability Framework references qualifications in psychology, social work, occupational therapy, speech pathology, or related behavioural science disciplines. Practitioners must also demonstrate practical experience in conducting functional behaviour assessments and developing positive behaviour support plans.

For Advanced and Specialist proficiency levels, the Commission expects postgraduate qualifications or equivalent extensive experience, a demonstrated track record of supervising other practitioners, and evidence of contributing to the broader behaviour support evidence base through training, mentoring, or sector development activities.

Timeline and July 2026 Mandatory Registration

The typical registration timeline for behaviour support providers is 12 to 20 weeks, longer than most other NDIS registration categories due to the certification audit requirement and individual practitioner assessment process. The certification audit itself takes 1 to 3 days on-site, but scheduling, preparation, and Commission processing time add to the overall timeline.

From 1 July 2026, all providers delivering behaviour support services to NDIS participants must be registered. Given the longer registration timeline for this category, providers who intend to be operational by this deadline should begin the registration process no later than early 2026. HCPA recommends starting as early as possible to allow adequate time for practitioner assessment, certification audit scheduling, and any corrective actions that may arise during the audit process.

Related NDIS Registration Pathways

Support Coordination Registration – coordinate NDIS participant plans

Plan Management Registration – manage participant funding and claims

SIL Provider Registration – deliver Supported Independent Living services

Allied Health NDIS Registration – register for therapy and clinical services

Assistive Technology Registration – supply assistive technology under NDIS

Your registration requires compliant policies and procedures, service agreements, and a documented risk assessment framework.
