Who can open an approved kindergarten?
You do not need to be an early childhood teacher to become an approved provider. What matters is having the right experience, governance, people and premises to operate in a regulated early learning environment.
With 78% of approved providers under the National Quality Framework operating a single service, the sector also includes many independent operators.
What do you need to open an approved kindergarten?
There are four key parts to preparing for kindergarten approval: the right approvals, supporting documentation, assessment readiness, and the time and costs involved.
1. The right approvals
Kindergarten and preschool services will need:
Provider approval
Approval for the person or organisation responsible for operating the service. View ACECQA’s provider approval requirements.
Service approval
Approval for the individual kindergarten or preschool, including the premises, proposed capacity and how the service will operate. View ACECQA’s service approval requirements.
Child Care Subsidy approval
A separate Australian Government approval where the service is eligible and intends to administer CCS. National Law and CCS applications can be progressed at the same time, although CCS cannot be granted until the relevant regulatory approval is in place. Learn about the CCS approval process.
Kindergarten or preschool funding
Kindergarten and preschool funding is administered through state and territory arrangements, with eligibility and requirements depending on where your service operates. Learn about preschool funding in Australia.

2. Application requirements
Your application needs to demonstrate that the business, people and proposed service are ready to meet the relevant requirements.
This may include:- resumes and management experience
- qualifications and transcripts
- ASIC and company documentation
- fit and proper information for relevant individuals
- governance and management details
- premises and service information
- nominated supervisor details
- policies and procedures
- financial and business information
- supporting evidence for CCS approval, where applicable
For CCS applications, the Australian Government also requires specific supporting information such as governance details, background checks, entity evidence and, for relevant new applicants, a Statement of Tax Record. View the current CCS application requirements.
3. Assessment & inspection
The regulatory authority may assess your readiness through interviews, oral or written knowledge assessments, requests for further information and inspection of the proposed premises.
ACECQA confirms that regulatory authorities may administer questions to applicants or persons with management or control to assess their knowledge of the NQF, and generally inspect proposed centre-based premises where possible. View ACECQA’s service approval guidance.

4. Timeframes and costs
There is no single end-to-end timeframe or cost for opening a kindergarten, as the process can involve several separate approvals and preparation stages. Under the National Law, a regulatory authority must generally decide a complete provider approval application within 60 calendar days and a complete service approval application within 90 calendar days. These periods can be paused while additional information or knowledge assessments are being completed, and extensions may also apply.

No. Kindergarten or preschool funding is generally administered separately by the relevant state or territory.

What experience do I need to become an approved provider?
There is no single professional background that applies to every applicant. Regulators assess whether applicants and relevant management personnel are fit and proper and capable of meeting their obligations.

Is opening a kindergarten a worthwhile business opportunity?
A kindergarten can be an attractive way to enter the early learning sector, particularly for operators looking for a smaller-scale alternative to a large long daycare centre.
The preschool market is well established. In 2025, 350,491 children aged four or five were enrolled in preschool programs across Australia, up 2.6% from 2024.

What documents will I need for kindergarten provider approval?
Application evidence can include business and entity documentation, resumes, management experience, qualifications, transcripts and information relating to the people responsible for the organisation.
The exact documents required will depend on the application and jurisdiction.
Will the regulator inspect my kindergarten premises?
Regulatory authorities generally inspect proposed centre-based premises as part of assessing service approval where possible.

What happens if the regulator asks for more information?
